How does a Ukrainian plastic surgeon differ from, for example, a European one? Not at all by the cost of services, but by the fact that Ukrainian officially does not exist. We are talking about the de jure absence of plastic surgery as a profession in our country, as well as the consequences of this circumstance, which de facto resulted in the emergence and functioning of a huge shadow market.

For a long time, the overwhelming majority of plastic surgeries have been performed under the guise of other surgical procedures in agreement with state medical institutions - for generous “commissions” to their chief doctors. This allows us to set lower prices for operations and, accordingly, count on a larger number of patients, whose “plastic” budgets have decreased significantly in the last two years.

The market is valued at several billion dollars, but is in the shadows

In Ukraine, the shadow market significantly prevails over the civilized one. This problem is typical for both the cosmetic services segment and the entire domestic beauty industry. However, in the plastics segment this phenomenon has acquired alarming proportions. Thus, if the turnover of plastic surgery in Ukraine reaches several billion dollars a year, then the volume of tax revenues from them to the budget is practically zero. Plastic surgeons will be able to correct this by starting to contribute to the state treasury no sooner than the market is brought into the legal realm.

State regulation in the industry should be carried out with an eye to its legitimization

The shadow nature of the market in itself does not pose a danger. The consequences of shadowing can be disastrous. In particular, the lack of government regulation. Moreover, government intervention in this case does not imply prohibitions and restrictions, but a whole series of measures aimed at civilizing the plastic surgery market - introducing professional liability insurance for doctors, creating and maintaining optimal working conditions for all market participants, ensuring healthy competition, etc. Nothing This is not happening on the market at the moment. There are no reliable statistics either, because it is completely unprofitable for operators to publish real data on the number of operations they performed.

A “side effect” of the legitimization of plastic surgery will be free operations

Unfortunately, the state in Ukraine is not yet able to control plastic surgeons and the quality of their work. When this happens, it is more efficient to simply resolve a particular system. Like, for example, prostitution. However, the legitimization of plastic surgery seems simple only at first glance. In reality, the process requires time, effort and money. At a minimum, to open plastic surgery departments at existing hospitals, the services in which should be free. In this case, the experience of Russian plastic surgeons can be a good example. Until recently, the local plastic surgery market was completely in the shadows. However, after the specialty was legalized, several specialized centers began operating in Moscow alone, meeting the population’s needs for free plastic surgery.

The Ministry of Health does not have enough money or knowledge to license a specialty

State expenses are inevitable when organizing the training of plastic surgeons. Firstly, the Ministry of Health needs to introduce the corresponding discipline into the list of existing specialties, and secondly, it should be taught to all interested doctors free of charge. I believe that officials are not ready for this. On the one hand, they do not have experience, knowledge and understanding of what exactly needs to be done. On the other hand, there is no money for this. At the same time, if we proceed from the above-mentioned shadow turnover, plastic surgery can no longer only generate profit, but also be a powerful engine for the development of the medical services market and the economy as a whole.

Even in times of crisis, Ukrainians do not stop doing plastic surgery. They believe that investing in appearance is now not only justified, but also necessary. Let's take our clinic for example. In addition to plastic surgery, we also work in a number of other segments - general surgery, gynecology, urology, etc. But plastic surgery is now one of the most profitable areas for us. Accordingly, it is more profitable for the state if we and other clinics start bringing money into the budget.

You can become a plastic surgeon in Ukraine in less than two hundred hours

Not only the budget, but also market participants - large private clinics suffering from unfair dumping and in dire need of clear rules of the game - will benefit from the course towards state regulation in such a difficult time for Ukraine. Let's take just one aspect - the training time for plastic surgeons in Ukraine. Short - less than two hundred hours, residency in our country is enough to train a newly minted plastic surgeon. This circumstance causes considerable surprise among foreign “plastics” and even seems strange to the average Ukrainian. Who controls the quality of training of these doctors if the specialty itself does not officially exist?

Level of training of future plastic surgeons

Residency teachers are not always interested in ensuring a high level of training for future plastic surgeons. As a rule, they are all practicing plastic surgeons. By transferring their knowledge, they create professional competitors for themselves. By taking exams, they can “through their fingers” assess the level of knowledge of students, since what is more important for them is not checking the readiness of future doctors, but the maximum number of passers among their wards. That is why assessment of the level of plastic training should be carried out independently of training.

Legalization of the specialty will close the market for small players

The official emergence of the profession of “plastic surgeon” may not be beneficial for all market players, especially small ones. The most vulnerable plastic surgeons are “illegal immigrants.” They work separately, and operations are carried out in free premises at their main place of work in public hospitals and clinics. Often - under the false cover of manipulations that correspond to the profile of the medical institution in which they are carried out. In this case, the official, purely symbolic payment for the operation goes to the cash desk of the medical institution, and the unofficial actual payment goes to the doctor personally. The legalization of plastic surgery makes this scheme unprofitable.
